Proposed amendments to the APC charter

Hello fellow party members and other guest!

The APCRC has approved four new amendments to the charter of the APC and is now being sent to the full party for debate and hopefully ratification. There will be a minimum of 5 days (in line with TSP norms) to debate the four amendments, so roughly December 3rd 2016, a motion and a second can be placed, (only party members may motion, but debate is open for all) and voting on all or some of the amendments will begin (which ever the consensus is). You can read the current charter for reference if you click here. With out further ado, here are the amendments:

Amendment 1 (Replaces article 3 section 4): The election process for the entire APCRC will begin on the 8th month of the current chairs term, 20 days before the start of the new month. The 20 days will be divided however the APCRC decides in that particular election (Between nominations, campaigning, voting, and transition period). The new APCRC will take office on the first of the next month. Special elections will follow the same format.

Amendment 2 (Becomes article 3 section 5): No elected member of the APCRC shall be elected to two consecutive terms in the same position, unless an election to fill a vacancy more than 4 months into the current term occurs.

Amendment 3 (Becomes article 3 section 6):  In the event that the chair CTEs, resigns, or is removed, the vice chair shall become the new chair.  In the event that other APCRC members CTE, resign, or is removed, a special election shall be conducted, following the process listed in amendment one (or article 3 section four). Should general elections for the APCRC be within 1 month of the vacancy, the chair may appoint any member of the APC to fill the vacancy for the remainder of the term.

Amendment 4 (becomes article 4 section 8): The party as a whole has the ability to remove any member of the APCRC with a 2/3 vote.


The first amendment sets an exact time frame for APCRC elections and replaces the arbitrary wording of "every other election".

The second amendment does exactly what it says it will do, No elected member of the APCRC can run for re-election unless they are elected in a special election more than halfway through the normal term.

The third amendment, sets up the line of succession in case of CTE, removal, or resignation from any position, but mainly the chair.

The fourth amendment, formally allows the party as a whole to "impeach" or remove any APCRC member from office with a 2/3 majority.

I have some suggestions for rewording, which I'll try and post tonight, assuming I don't feel even more ill.

Here are my suggested changes to wording.  Blue means I've either added or changed something from the original, whilst purple means I've moved it.  I have not recorded where I have deleted words or phrases because I'm feeling ill and I couldn't be bothered - sorry!

Changes have generally been made to remove grammatical or spelling errors, to improve the clarity or to make the section read more fluidly.

Amendment 1 (Replaces article 3 section 4): The election process for the entire APCRC will begin on the 8th month of the current chairs term, 20 days before the start of the new month. Should the vacancy occur less than a month before a scheduled election for the APCRC, the chair may then appoint any member of the APC to fill the vacancy for the remainder of that term.

Amendment 4 (becomes article 4 section 8): The party as a whole has the ability to remove any member of the APCRC with a 2/3 vote.

It is to reduce the chance of a random CTE or sudden resignation, it also prevents the APCRC from growing stale as new members must be elected.
