[RELEASED] Separating Regional Affairs – Party Discussion

I would like to see the party’s view on this.

I now believe that RA should be broken up into two separate Ministries, a Communications and Integration Ministry and a Cultural Ministry. It was at one point suggested to the Assembly, I opposed it at the time however I have since changed my mine.

RA has so many responsibilities now and it has become overwhelmed. I think Kris was the only Minister who was good at all aspects of the Ministry and even he struggled and couldn’t do everything at times. For example right now in the Ministry Seraph has had to appoint many different members to his Advisory Council as he can’t manage everything himself and he is not good at everything that the Ministry deals with. I believe by viewing him as a Minister that he is more suited towards Cultural events rather than Communications despite being good at proof-reading.

When I was Minister I struggled with all the different aspects of RA. I much prefer Communications and as Minister prioritised that and I tried my best just to forget about festivals, cultural events and so on because I was never really that interested in them. I know that was bad, but as Minister you work on the issues you really want to accomplish, and you push the other issues to one side.

By separating the Ministries I believe we would get a lot more content and much better quality content. By reliving some of the stress and pressure that Ministers are under they can work much more efficiently and concentrate on parts that they themselves are very good at. It would also be better organised and more streamlined.

A Communications and Integration Minister could work solely on those aspects and not get distracted by having to at the same time, help planning for a festival. While a Culture Minister would just have to focus on planning festivals, RMB games, events competitions etc. So much more work could be done I believe by having two separate Ministries.

So what do the rest of you think? If this is something that we all agree on, or at least a high majority then we could add it to both our official manifesto but also our election manifesto. We could also propose the legislation for it and show that the APC can work as a governable party and would be good in government and give good ideas. But I’m jumping the gun a bit here, we first need to know everyone’s view on it first!

I have been in the MoRA since I arrived here again in February, I know I've been terrible at my jobs, but that's because I have been so overwhelmed with the amount of work to be done there. The only problem, is that this is untested, to my knowledge at least, and there might not be any motivation in the general community to do this.

I think splitting it would be a great idea, as it has seemed like a lot of work for one person to handle. I think that we should spearhead this and be the leaders of this movement. I do not think we should place it in our election campaign drafts though, as the candidate would be viewed as destroying the ministry from the inside if elected. While I think it will be a new priority for the APC, we need to finish our other reforms first (court reform) to show that we can alter government to make it work better. Besides, if we work on too much at once, another group or person will take it the rest of the way, or it wont get done at all.

I support your plan fully, and I will endorse it, just not until we clear our plate a bit.

Yeah that makes sense. I do think there will be support for this in the community as it got lots of support when it was put to the Assembly. It would have passed as well I think, but the coup then took places so that discussion stopped and was just forgotten about.

As for Court Reform, maybe someone else should at least start drafting it up. As Roavin must be busy, as it's been waiting there for a while now and it does not look like it is going to be done anytime soon.

I absolutely think that this terrific. I do, of course, want everyone to note that these discussions will be moved to the public forum when we are ready to propose legislation. Just reminding everyone of course.

I am in full support of this. I have been in charge of culture in various other regions and I found myself doing my job far better when they were split netween culture and outreach (as I am FAR better at outreach). My point here is that I think this would make the job easier and allow more specialized people to take the jobs.
