COP: Procedures for Debate

The extremely rough draft on the Procedures for Debate 

Debate: 
The Chair or DCOA will open the thread to points of information. 
The Chair or DCOA will also announce the duration of the debate, and any particular procedures relating to amending the resolution.
The resolution will then be introduced and debate will commence.  The primary author will be given the floor to read out the operative clauses only and introduce the resolution.
Users may discuss the merits of the proposed resolution and will vote at the end of the debate period.
During Debate, I would like to see that users be encouraged to propose amendments to the proposed resolution to promote the drafting of a single resolution as opposed to voting on competing resolutions.

I understand most of this except the first one. What exactly is the logic behind that?

The purpose of the first clause is to allow the CoA or DCoA to review a resolution prior to the legislator publishing it on the forum. This is to help prevent duplicates or conflicting resolutions as well as keep the CoA in the loop of the legislative process.

So almost like this wording: the CoA and DCoA must be notified no less than 24 hours before any bill, resolution, or amendment to the charter is brought before the Assembly. The notification should include the full text of the proposal, and should the CoA or DCoA give approval before 24 hours is up, it may be brought to the floor immediately.

I actually like this a lot. We may want to write in that the chair or DCoA has the power to extend debate if its requested.
