APC Sponsored Bill - Splitting RA
#31

You keep talking about adding another minister easing the work, but that same argument is also equally valid for just having more deupties. You haven't given any reasons why adding more proper ministers specifically will improve anything, and as expressed in the past few pages there's many reasons to believe it would worsen activity.

Instead of having to find the correct sub-forum and then the correct sub-forum within that before then going to the right thread you would know exactly where to post in a separate Ministry. People would also know 100% who is in charge of what, instead of having a Director who is in charge of X, an AC member who is in charge of XY, a Deputy in charge of XYZ and then a Minister of charge of it all. Splitting would lead to a much easier and simpler line of leadership.

I created the Deputies and Directors system because it suited my particular needs, back when I was Minister of Regional Affairs. Each Minister is entitled to setting up their own system, according to what works best for them. There is no requirement that there must be a certain number of Deputies, that each project have a Director or that anyone should sit on the Advisory Council.

I created those positions for very specific reasons. I appointed Directors because I wanted people with a certain degree of authority over specific projects, without having an excessive number of Deputies. I appointed an Advisory Council because I wanted a more formal structure to get the advice of certain people with experience. I appointed a Deputy when I felt someone had the full set of skills. That is why I appointed Feirmont and Scyllaland halfway through my terms, and only after they had proven themselves as members of the staff or in directorial positions. I was waiting for the right Deputy, rather than filling the position.

My point is that there is no need for any structure at all. If the Minister feels a simpler structure will do, that is completely fine. If a more complex structure is needed, then that is fine too.

No it is not. As I have already said as Minister you are still in charge you still have to run the Ministry. I have provided answers to all the points that you and others have raised yet you are choosing to ignore those points. I am not repeating the same answers over and over again to be told that I am not answering the questions.

Let us have a go at it. Let us see how bad it really is, because what I'm hearing is that either nothing will happen or the whole region will catch fire.

Again-- the bigger issue here is that we're not just experimenting with MoRA. We'd be adding a new Cabinet member, who would have all the responsibilities and powers of the Cabinet by consequence. That makes this a much more serious decision.

Punch, there's two possibilities here;

1. You've provided the explanation and answers requested as you believe, and everyone saying otherwise is simply being obtuse and difficult
2. You haven't actually provided the explanation and answers requested

Considering the group in question - and the fact that both myself and Glen are in it - don't you think option two is a little more likely?

As a member of the APC, I am not 100% behind this bill. As some other people have said, the two positions that would be created as a result of this legislation have very overlapping roles and duties. I would personally recommend having Integration be in charge of welcoming people and getting basic information out to citizens and other regions, whereas Culture should be in charge of the greater aspect of Media, both public and private. I think that Media is very much a cultural thing and as such it belongs in the Cultural person's responsibilities.

The way I see it is: Integration makes our region look nice on the outside. Culture makes our region fun on the inside. Both are different roles that work together to make this region great, and I think that if we look at it from that perspective, we can come to a compromise regarding this bill.

It makes very little sense to place media under the purview of Culture.

To be honest, I think the bigger question here is why must we create new ministries for something that could easily be solved by a better-organized MoRA? A more organized MoRA would take alot of the stress off the minister themselves and it would make everything more efficient.

I would still (as I've argued for since forever) that RA actually enforces this split within itself as an experiment, and then we decide if we want the fifth Cabinet member. So I'm against this.

Furthermore, I urge the Chair to restart debate time, given that this bill had been tabled for so long.
