Codifying the Role of the Chair of Assembly

The Chair of the Assembly


The Chair of Assembly will be responsible for the administration of all aspects of the drafting, debate, and passage of legislation.The Chair of the Assembly must maintain the Charter, Code of Laws, and all subsidiary documents, ensuring that every law is written in with the proper standards and formatting, furthermore, all minor changes made are to be publicly recorded.
The Chair or their designated deputy is responsible for the creation of a voting thread, and recording the votes. In the event that the Chair or their designated deputy does not or cannot perform their duties in a reasonable time frame, any member of the Assembly may create a voting thread.

In order for users to avoid circumventing the authority of the CoA (Unless it was driven by necessity), I  would recommend cementing what a reasonable time frame would be due to various interpretations of what constitutes a reasonable time frame. Some users may believe that a reasonable time frame would be somewhere between 24-48 hours, others may believe it to be much shorter i.e. 1-12 hours. It may seem silly but the wording allows Legislators to undermine the authority of the CoA when they believe their resolution isn't voted "on time".

I think we should formally give the power to create voting threads and polls to the CoA and DCoA respectively. If both of them fail to create the vote, then they should have the graciousness to resign. If we do give an average legislator the power to create votes, then I think it should follow this format: CoA has power to for first 3 days, after that the DCoA has the power to create the thread until the 7th day. After that, the post is vacant(?) and a legislator can post the vote. Bear in mind, on the 5th day (for example) the Chair can post the thread, and on the 1st day (for example) the DCoA can post the thread if the chair gives approval or is on leave.
