I'll reiterate again, this is a procedural change that does not change the function of this law. Despite what may be wanted Citizens is not a term used anywhere in our laws, and exists solely as changes missed by the Great Council. Furthermore every reference to citizenship in this law deals entirely with elements granted solely to legislators such as voting in government.

And finally the literal reading of citizens as all residents would negatively effect gameside by restricting the usage of puppets (Criminal Code), banning even residency for the first six months of parole (Parole) and banning certain groups from residing in the region altogether (PRO). While legitimate arguments can be made for some or all of these, they are neither the original intent of this law nor the focus of this amendment. If you want to argue these you can open another amendment on the topic that uses the actual terminology, not legally meaningless terms like Citizen currently is.
