Election Law Change

Can we PLEASE make this change?

Quote:3. Office of The Delegate

(1) The Delegate will be elected in a two-step process, with the Assembly voting on a slate of nominees on the forums, and the top two candidates in that process being voted on by regional poll on-site.

(2) On the first of every January and July, the Assembly will convene for the first round of Delegate elections.
a. Any legislator wishing to run for Delegate may declare their candidacy, and the Assembly will debate the merits of their platform.
b. The campaign and debate period will last one week, after which the Assembly will vote for 3 days.
c. The two candidates ranked first and second under IRV will move to a second round of voting conducted via a a poll of Native World Assembly members.

(3) After receiving the top two candidates in the forum election, the sitting Delegate Electoral Commission will create a week-long regional poll accessible to Native World Assembly members, instructing them to vote for their preferred candidate.
a. A Dispatch containing the campaigns of both candidates will be created to aid voters in their choice.
b. The candidate who wins a majority of the votes will be declared the Delegate-elect.

(4) The incumbent Delegate will coordinate with the Delegate-elect in transitioning the seat, along with cooperation from the Council on Regional Security. Until the Delegate-elect achieves the most endorsements, the incumbent Delegate will still be responsible for all responsibilities that involve use of Delegate-restricted regional controls.

This isn't a huge deal because we do have it written that the sitting delegate is responsible for anything other people can't do in-game. But, I've never had a problem providing the EC with the polling function so they could do it, if legal.

This seems entirely unnecessary. All the EC does here is post a poll. Do we really want to create a brand new RO (considering how often we're relying on non-ROs to run these elections) just so we can have them post a poll, then immediately revoke those powers? It's pointless and a waste of our already limited RO slots. Not to mention we need to ensure the Delegate actually remembers to do this in advance otherwise the gameside vote is going to get delayed.

It's not as though we're asking the delgate to run the gameside vote, it's just posting a very simple poll. It's nit hard to keep it unbiased, and in the rare chance the delegate does try and rig the vote we probably have bigger problems looming.

Aran pointed this out to me. While I am perfectly fine with the result, there's nothing about what to do in the case of the tie as what happened. Is this important or was the way we did it fine?

I actually think it does create a bias — no matter how much we try. It's also not an issue to assign the RO stuff. In fact, I noticed you and Kris still both have it from when you were EC's and I still had room for Feir.

I think the way we broke the tie was the best way to do it on short notice. If we want to discuss the possibility of how to change ties, that might be a good idea.

But, it's a bit tangential to this which, really, is just about who has to run the in-game poll.

We're already at 11 ROs with a 12 RO cap, and that's with 3 CRS members having overlapping RO roles. One election and that spot isn't so guaranteed. As we saw in this election having a CRS member being able to EC isn't even a guarantee.

And it's not that hard to make an unbiased "Vote for A or B". Anything that isn't should be obvious to the EC at which point they can legally reject it. Which is of course going to be a rare case. The EC will still be responsible for the results after all. And as I mentioned if the Delegate is visibly trying to rig elections we almost certainly have bigger threats looming.
