CESTA Council Debate: A mandate for member states to implement universal healthcare

The United Kingdom of Qvait and Winston Island proposes a mandate for member states to implement universal healthcare legislation for all citizens. Furthermore, we wish to make it mandatory for future members to implement universal healthcare legislation before being able to join this organization.

We believe this is not necessary. Not all states have universal healthcare, although the Imperial Union does. This is an economic and military alliance, not a federation of nations that impose common laws on each other. (OOC: *Cough* The UF shouldn't be an EU-like organization in terms of this kind of power *Cough*)
