I still don't get the need for an interim CoA, when legislator applications are put on hold for elections and any legislator can bring things to vote in the absence of the CoA. On the rare occasion where something is so urgent it can't wait a week while we elect a new CoA we have a mechanism in place.

I'm with Belschaft here. Votes can be started by anyone, legislator applications are closed for elections. There's not much that can be done. If we're worried about moderation than I'd feel much more comfortable with the admins or other members of the regional government step up existing moderation.

The thing is, we elected (then re-elected) omega whose central message was to put the DCoA into the charter, and make it an actual position, there is obviously public support for doing this.

Might I suggest drafting a bill, so the Assembly can discuss the specifics and eventually vote on it? There is obviously some interest out there, so someone will probably want to have a text, and if opposition outweighs that support, that will be reflected in a future vote.
