Not to count the chickens before they've hatched, but given the current trend in voting, this seems to be a lesson on poll construction. Contrary to the prohibition proposal being unpopular, it's very likely that those who chose prohibiting multiple offices everywhere or just equivalent offices also chose COI disclosure requirements and the recall options. I know I did. So that would've been 9 respondents out of 18 favoring some kind of restriction, and only 1 opposed to restrictions.

It would've been better poll design to ask people if they supported or opposed each proposal individually.

So seeing as how both of the CoI amendments failed, shall we get to work on some new ones?

Since the CoI Act was closest to passing, I think we should work with that..

I'm not saying I have any ideas, but what I am saying is that a large part of why the 2 bills were both voted down was because some people believed we could do better and said we should see how this election goes and make improvements based on that.
I generally agreed with the Seraph/Cormac draft and I would be willing to help make that a more palatable solution for the whole region.
Above all else, I hope to be a decent person.
