The Hovianville Declaration

Seeing as Senran officials belonging to the Imperial Frost Federation have aggressively blockaded much of the Eastern Ocean of the New World...

Noting that Ryccia does not recognize these claims in any form...

Believing that Frost officials in the New World will not give up their unfounded claims to the seas...

Losing hope for negotiations...

We demand that the negotiations be sped up. We cannot tolerate this flagrant act of aggression in the New World.

We hereby establish the Hovianville Policy in this declaration, that will come into effect in the next four months (OOC: 5 RL days). It is in our interest to defend Ryccian commercial, scientific and non-military activities in international waters, and to end the blatant and unfounded aggression posed by the Senran High Command against all nations affected in the region. This policy states:
a. All Ryccian non-military ships are to be allowed free passage through international waters the Senran High Command foolishly claims.
b. We forbid any attacks to said ships. If Ryccian authorities see that Ryccian ships are being attacked, there will be a state of war between the Ryccian Federation and the Senran High Command.
c. We demand the end of the blockade in a year, maximum (OOC: 15 RL days)
d. The negotiations must be sped up. If they are not, we will act decisively.
e. If all the conditions stated are not met, we will take all necessary measures to invade the Senran Islands if it is possible, thereby ending the blockade by force. We will not annex the islands, but occupy them indefinitely until the IFF gives up their arrogant and stubborn demands.

(OOC: You have 20 RL days after this is officially published to come up with a settlement, or else I'll invade if the conditions are right. This will be my final warning)

(This declaration will be officially published in 10 RL days, giving you a total of 30 RL days to hurry up. Since it is not ICly visible yet until RL June 19, 2017, any IC reactions until then will be metagaming)
