If Tim’s on vacation, do the appointments without him. There are 4 Cabinet members, so 3 is a majority.

I reluctantly agreed to serve on an interim basis, but I wasn’t unclear about how much I hated doing this stuff!

With "serving", we meant actually doing the bloody job and not just being a seat warmer.

You could have said no, that would have been fine. You didn't. Therefore, it's not unreasonable for us to expect you to actually perform.

Anyway, this is relevant now.
