Dear Chairwoman, dear fellow Legislators,

we are now ready to present our three appointees for the new Legislator Committee that will, pending your approval, facilitate a faster and more secure application and audit process for Legislatorship within the Coalition. This was a laborious process - 10 reviewed candidates, 6 formal hearings, dozens of followup questions, multiple personal interviews, expenditure of political capital, coordination with the CRS and forum administration, and tons of heated discussion within the Cabinet office have followed us in the past month to get this done, all while simultaneously dealing with the expected activity hiccups during these holidays.

The first appointee is Feirmont. Feirmont is a long-time trusted South Pacifican. He has served our region in many positions, including as Delegate during a time when that position was also the head of government, and is now best known for being the indubitable Elections Commissioner for most elections in the past two years. Furthermore, Feirmont has experience with off-site vetting processes, having handled citizenship applications in the Kingdom of Alexandria in the past. In many ways, he approaches the ideal of a "perfect" candidate, and we expect him to be a spearhead figure in the success of the Committee.

The second appointee is USoVietnam. Viet is best known across the NationStates world as one of the very best military gameplayers to emerge from 2016. He is known amongst defenders as a trusted figure that has, despite not being a defender himself, been entrusted for over a year with the highest operational clearance in Libcord, the joint defender Discord server, and in fact continues to be the only non-defender to have that access. Furthermore, he is a true son of the South Pacific, having been founded here and staying with the SPSF since the very beginning despite being sought after by many, many other military organizations for his prowess. We expect him to be an enrichment to the committee for his knowledge of current affairs in Gameplay.

The third appointee is Farengeto. While this may be a surprising appointment, given that his most recent term as Chair of Assembly was a significant mover in the formation of this committee in the first place, it is well-founded. Farengeto is also a true son of the South Pacific and has served on the Council on Regional Security for years. He knows how to operate the administration panel of our forum software, having been in charge of legislator applications many times, and furthermore will be in a prime position to liaise between the Council on Regional Security and the committee. We expect him to provide as-needed continuity as well as CRS coordination to the committee.

As for myself, I am currently the sole member of the committee in a transitional capacity. I will resign once all three positions are filled, though I may (if desired by the committee members) briefly serve as a select non-voting advisor to help transition from the setup work that I am currently doing.

Chairwoman, I declare that we the Cabinet, have chosen in good faith to appoint Feirmont, USoVietnam, and Farengeto to the Legislator Committee, in accordance with Article 1 Section 2 of the Legislator Committee Act, filling the current two open vacancies as well as the vacancy left by my automatic resignation should all three appointees be approved by the Assembly. I request that the floor be opened for three days of debate preceding an approval vote as per Article 1 Sections 2 and 3 of the Legislative Procedure Act.

I would like to know the opinions of all nominees on telling people that they’re about to lose their legislator status, so that they can rush to meet the bare minimum.

In my experience it's best done case-by-case. In my past experience I've used the legal ability for discretion in some special cases. If someone has missed a vote was active in the Assembly during that month, I am willing to offer leniency. I think my handling of the case with Roavin and Yuno should offer some reference there. As well if someone has shown consistent activity but CTEd at some point I'm willing to use discretion and give them a brief window to restore it, though here I would expect more than the bare minimum activity on the forum and that it isn't a recurring pattern. (I'm sure many of us have focused too much on the forums at times.)

Basically as I said at the start I think it's better case-by-case, and a blanket policy isn't an ideal solution here.
