Funnily, I was imagining vaguely something similar to this for delegates, so we didn't have to drop the regional endo count quite as much. I doubt that would go down as well as even this, however, but I'm in support of Tsu's amendment for the same reasons.

Am I the only one who things this is worth doing regardless of the endorsement cap reason? It’s nice to recognize retired leaders of our community. That it has a practical reason is a bonus.

Opposed.

Should a retired CRS member go crazy and decide to coup the region, they will be within reach of the Delegate and his endorsement count. All it takes is some endotarting and a rogue Emeritas can take control.

I think some kind of "Legion of Honour" for people who contributed a lot is a nice idea, but I'm not sure about linking it to the CRS directly.

I'm in favour of this. Forcing a trusted former CRS member below the cap is not beneficial, and allowing people to break the cap on a case-by-case basis may lead to others asking why they aren't trusted enough to be allowed above the cap. By creating a law for former CRS members, we remove any ambiguity.
Did some LC, MoRA, CRS stuff in the past. Do a lot of World Census stuff now.

I've never been a fan of legacy privileges. We should focus on our institutions, not on legislating special privileges for players who are no longer active. We already give the CSS broad powers to set and enforce the endorsement cap, so there is no actual or pressing reason for this bill.

If the concern is to recognise retiring players, there is no reason we can't have decorations or some other kind of award, perhaps given at the discretion of the Assembly or individual institutions, so players who deserve recognition can be recognised. Personally, I would be an enthusiastic supporter of an equivalent to Europeia's Ovation.

Ultimately, however, we need to realise that privileges cannot be given to people who are, for most intents and purposes, gone. Let's instead focus on promoting high endorsement levels across the board, so that our security is based on an active and engaged citizenry, rather than on the high endorsements level of someone who, as is entirely their right, has opted to retire from the region.

We can promote that and still allow these nations to keep their endorsements; these are mutually exclusive.

Nor is allowing older, trusted nations to have endorsements stopping anyone from being active.

Nor is allowing someone to keep their endorsements not letting them leave the game. 

Honestly, the criticism that people are giving to this proposal boarders on nonsensical. This is a limited in scope proposal to allow people to keep their endorsements. That's it. (I'm with Glen in this is also a nice honor, but that's secondary to the limited purpose of this.)

These nations aren't keeping border control powers. They aren't being drafted into anything. They aren't expected to do anything.

This is offering a designation so that we don't have to have a court case over the definition of "leniency" in the near future.

That's it.

To say that this is doing anything else grossly misrepresents this legislation. 

Finally, while I'll accept the charge that this isn't *needed* per se and may fall within the CRS discretion, I've lived through this before. I'd like to stop the problems before they arise.
