iv) gills

Article 2 requires punishment codes. Suggest:

2.2 Any person who knowingly or recklessly fails to accord with Article 2 above is liable to punishment not exceeding 5 years imprisonment or expulsion from the legislative assembly.

Insert Article 4.
4. Mermen are specifically excluded from the above Act.

With the above changes, i would happily support the Act being called to vote.

P.s. Wont somebody think of the Mermen!

I would argue that Mermaids should not be considered sentient and instead be considered 'sub-sentient' a term I just invented now that does nothing apart from allow the legalization of mermaid consumption.
