The Peocracy of Huawan proposes the agreement as such:

1. Free right of access through the channel by Peonic ships and subjected upon the Commonwealth's laws of naval passage.
   
   
2. A construction of a military naval base in the entrance of the channel to ensure protection naval of the Southeastern border of the Royal Peonic state upon an agreed fee.
   
   • In addition to the military naval base, a joint military resolution is to soon be further defined that states a defensive pact, military protection and joint military cooperation. The agreement is subject to applied military laws.
     
   
   
3. The exclusive leasing of merchant shipyards auctioned to Peonic stakeholders that shall be organized by parties to be decided by the Peonic government.
   
   
4. The agreement for visa-free travel between the citizens of the Commonwealth and the Peocracy that is under subject of the sovereignity of both parties and applying travel restrictions further defined in a future agreement.
   
   
5. The immediate construction of a formal Peonic embassy in the commonwealth as well as invitation of a Commonwealth embassy in the Peonic capital also in the international settlement.
   
   
6. The effort towards a free trade economic zone between both parties without additional tariffs, further elaborated by a future agreement made in an immediate date.
   
   
7. The offer of a certain commodity to be given to the Commonwealth by the Peonic government, along with a 40 year discount of a commodity of choosing.

The (Bureaucractic) Commonwealth of Beepee is happy to accept free right of access through the channel, subject to the imposition of any reasonable environmental fine, in accord with Beepeean law, in the event of environmental damage as a result of your access. Ownership of the channel remains within Beepee.

Beepee is happy to accept the construction of a naval base close to the entrance of the channel which may be leased for an agreed set period subject to a fee being agreed. After which, or upon an agreed fee prior to the completion of the set period, the land and any associated on land strucutres revert back to Beepee. The joint lease of naval shipyards along the Beepeean coast is also acceptable, subject to an agreed fee.

Beepee accepts the offer of military protection, subject to the right of Beepee maintain national sovereignty. The Beepeean military will seek and provide mutual joint operations where these align with the standards and principles of the Beepeean public and regional/ international law.

As a requirement to open borders where both nations accept a joint visa programme which will allow citizens of our great nations to live, work and visit, access is not permitted for military operations or manoeuvres from either side with the others territory without a joint resolution.

Beepee will accept a joint economic zone where goods may be imported and exported between our great nations without tariff. You have offered commodity and 40 years of commodity discount, Beepee would be delighted to allow this to be waived to support mutual friendship and cooperation.

The Peocracy accepted such terms and therefore wishes to ratify this proposal effective immediately. Preparations are being made for the ratification as well as the immediate composition of the other agreements.
