I'm Dacoromania (NS nation), the Founder Basileus of the region Roman Byzantine Union, and I would act as a representative for my region or even as an Ambassador until we assign a specific diplomat or ambassador.
Also, Symbasileus / WA Delegate and Minister of Foreign Affairs could act as representatives too.
