WHY SHOULD I RUN NOW?

This election cycle is an opportune one for any new Legislators because the current Chair — who would usually have the advantage of incumbency — is not contesting the election. Essentially, this means that there will be a level playing field for all candidates; a political scenario which may not occur again for quite some time.

AM I QUALIFIED TO RUN?

Absolutely! The only legal qualification a person needs to run for Chair is to be a Legislator. Given that there are exactly two weeks until the elections officially commence, everybody is strongly encouraged to apply for Legislator status now if they have yet to do so.

WHAT DOES THE CHAIR DO?

The Chair is very much like a speaker of parliament. They preside over the business of the Assembly which means they monitor debates and discussions, create and close voting threads and occasionally moderate disputes among Legislators.

The Legislative Procedure Act, Article 2. Powers and Responsibilities of the Chair, outlines all most of the duties of the Chair.

2. Powers and Responsibilities of the Chair

(1) The Chair is responsible for creating voting threads and recording votes. In the event that the Chair does not perform these duties in a reasonable time frame, any legislator may create voting threads and record votes.

(2) The legislative history of each law will be recorded by the Chair. Legislative history will include reference to debate threads, voting results, and amendment history.

(3) The Chair must document the use of their discretionary powers including a rationale for using those powers in the relevant debate thread.

(4) The Chair may correct typographical errors, grammatical errors, naming or formatting inconsistencies at any time, as long as these corrections do not alter the original intent of the law, following a three day period in which the corrections are presented to the assembly for comments. Any such corrections must be recorded with the legislative history of each law.

(5) The Chair may delay votes for a reasonable time frame if done for the purposes of vote scheduling or to avoid preemption of active debate by a vote.

(6) The Chair may freely appoint any number of deputies, who will be authorized to perform those legislative duties of the Chair that the Chair permits. Any changes in the roster of deputies must be posted publicly.

(7) The Chair may waive the mandatory debate period remaining on a particular piece of legislation should a legislator motion for them to do so, provided that there has been no objection within 24 hours of the motion being made and seconded.

I AM NOT SURE WHAT TO DO THOUGH?

A wise toddler (*cough* look at the avatar *cough*) once said: ‘All one needs to do as Chair is to exercise sound judgement, use templates religiously, and not break anything.’

Being unfamiliar with your new job is absolutely fine. It is a learning experience. And in the Assembly, you can rely on past Chairs to give advice and guide you in the right direction.

To make life easier, the new Chair will have templates made available to them for when they need to create official threads as Chair — whether it be a voting thread, an announcement of a vote in the discussion thread, or really, anything else. To demonstrate, here is an example of a template. It's so easy that even a baby can do it Wink

WHERE CAN I LEARN MORE ABOUT THE ELECTION?

The Elections Act, specifically Article 5. Office of the Chair, is a fantastic reference point to use.

5. Office of the Chair

(1) Eight days before the end of a Chair's term, the Assembly will convene to elect the Chair of the Assembly.
a. Any legislator wishing to run for Chair may declare their candidacy, and the Assembly will debate the merits of their platform.
b. The campaign and debate period will last 5 days, after which the Assembly will vote for 3 days.

(2) The voting for the Chair will be conducted using Approval Voting.
a. Voters may vote for as many candidates as they approve of, or vote for none by voting to Re-Open Nominations.
b. The candidate with the highest percentage of approval will be elected.
c. Should no candidate receive at least 50% approval, the option to Re-Open Nominations will be "elected".

(3) The term for the incoming Chair will begin immediately following the conclusion of the election.
