[COMMUNICATIONS] State of the Assembly, May 2019

Mr. Deputy Chair, my fellow Legislators,

Today, we all gather here in this chamber, representing the three branches of our government. This moment reminds us what we’ll be able to achieve together. Look at all those names and faces. The person sitting next to you. The person sitting behind you. The person sitting in front of you. Legislators, we have unlimited potential here in the South Pacific, but it is up to each of us to seize the moment and together achieve an era of prosperity. I hope you will join me when I say that I do not shy away from this new responsibility, I welcome it.

Whatever happens to any of the branches will have an effect on us all. We have seen, in these past few months, multiple scandals and internal conflicts. From court fights to abrupt resignations, it seems to be an understatement that our Assembly is less stable and unified. It is time to bring back unity and order. Therefore, I am making a call to all public officials, regardless of rank or the branch of which they work in, to lead with example, with selflessness and integrity.

In the coming weeks, I will present to you my plan for the Assembly's new Code of Conduct. It will go in line with the Forum Administration's Community Standards and serve as a guide to maintaining good conduct and behaviour inside and outside of the Assembly. The Code is a solution much needed to mitigate the unending issue of misdeeds committed by ill-intentioned members of the Assembly.

The future of our region will not be determined by how many new members we gain, but by how we treat those folks at the bottom. Legislators come and go, but those who are interested and empowered will stay. Now, we are seeing those "interested and empowered ones" at the highest levels of our government. Thus, I strongly believe the Assembly shall do its part in equipping all of our players with the tools for success.

Starting from June, new Legislators will take part in a 2-week transition program, where they will be given basic knowledge on the Assembly. From there, they will get a chance to put their skills and knowledge to work. Not only will they be able to get feedbacks and personalized advices, it will help foster future cooperation and collaboration between individual Legislators to bring change to the South Pacific.

Speaking of change, of all the things I have learnt after spending a lot of time in our halls of government is that change takes time. It will be slow. It can seem interminable. But the change is strong, concrete and long-term. I would rather choose 1 well-structured bill than 10 sloppy ones. Because, my fellow Legislators, profound change can only happen when there is consensus, comprehensiveness and enforceability. We shall together gather our energy and skills to make that "profound change" a reality.

It has been a tremendous honour for me to serve as your Chair of the Assembly. In everything I did, I tried with the best of my ability and incorporated my values in the actions I have taken. Without a heart, you'll be disconnected. Without a brain, you won't make sense. Since my first day in office, I have turned good words into good deeds in order to solve the true challenges that we are currently facing. 

I will admit frankly, some of them were successful, and some failed. One thing that I will be forever grateful and proud of, however, is that I have tried. In this world of NationStates, the South Pacific has been a place of bold and persistent experimentation and will always remain so. One of the first successful democracies, but certainly not the last. Our experiments have inspired many other regions to do the same and aspire for greatness.

And so, my fellow Legislators, in your hands, not just mine, lie the future and fate of this region. In whatever action we seek to take, it shall and will represent the essence of the Coalition: peace, freedom, security and democracy. All of our goals may not be achieved overnight, nor during my tenure. But we shall try to do it. Let us begin.
