Accessibility should not be a problem if the old standards are used for normal discussions. Ideally we will have the CoA and deputies format the laws for archiving, either by hands or by scripting. In my opinion, the major issues are this proposal is attempting to address a problem that doesn't exist (What is the ultimate goal of this proposal? Why makes things more pretty if it doesn't help making legislation easier to read/write) and future CoAs may go full 2017-Glen (the whole ordeal led to the LegComm being created) due to the increasing workload being placed upon them.

Yes, the Chair "may" do so, but is not required to do so. The "may" language was written to prevent charges of impropriety if the Chair uses their discretionary power to change the motioned text, as it was custom before that the Chair would bring bills to vote exactly how they were motioned. Having been the originator of the law, and then the first one to implement it as Chair IIRC, it hasn't been consistent practice that the Chair formats ill-formatted bills. I do recall motions being invalidated because the bills weren't properly formatted.

The formatting suggested here is highly reminiscent of the original formatting of our laws, which imo was bad and we should never return to. There's value in making our simulated government look more like government.
