Muli's Meritocracy

Overview
Muli has a unique form of government that it calls a "true meritocracy." A single person proven to be skilled in physical combat, mental wits, and emotional durability is selected to lead the nation of Muli. While an autocracy by definition, the pure difficulty of the trials, including fighting the previous leader physically, mentally, and emotionally, has ensured that Muli's leaders have remained relatively fair and just over their nation's history.
The Trials Of Leadership
Once every year, a contender picked from a tournament system replicating the trials required in the leadership contest is set against the current leader of Muli. This contender, publicly known as a Runner-Up, has won the lesser, publicly available tournaments of leadership, and has no opponent left to face aside from the leader of Muli. During the Trials, leadership and legislative function of Muli is temporarily frozen.

First off, the Runner-Up is delivered to the capital city of Alge, where he meets with the current leader of Muli before they are both transported into a room two stories below ground in the central Government Building for the mental stage of the Trials. There, two desks, chairs, and modern computers are placed on opposite corners of the room, facing away from each other. The computers are searched for hacks by tech workers before, during, and after the contest. The leader and Runner-Up sit at their designated desks, activate their computers, and enter a locked advanced quiz site. The computers are synced so after exactly one minute after the app is activated, both quizzes begin. The questions range from childish (what is the capital of Muli) to extremely difficult (what are the capitals of all the nations in the South Pacific, in reverse alphabetical order), with each question or part of a question correct adding a point to a person's score. After ten minutes, both computers stop displaying questions and show a final score.

The person with the most points gets one point towards their Trial score, which determines who the next leader will be. The winner's score, and the entire mental Trial, is broadcasted publicly.

After a day of rest, the emotional stage of the Trial begins. Both contestants are blindfolded and delivered even further down into the Government Building, where they are placed and secured in large metal chairs with machines hanging above. One machine is attached to each contestant's head, which are then activated at the same time. The machines knock both contestants unconscious and brings them into a vivid state within their own heads, where they are faced with an unknown, constantly changing variety of emotional stimuli and illusions. Reactions are usually severe, with one or both contestants screaming for minutes on end or sobbing hysterically. The first contestant to realize that the illusions are in fact, illusions, typically emerges from the machine's grasp and is declared the winner, gaining a Trial Point.

The emotional Trial is the only of the three Trials not publicly displayed, and no contestant has ever described what they have seen to anyone, even their rivals under similar simulations.

Finally, after another day of rest, the Runner-Up and leader are delivered, usually by helicopter, high up in the Leon Mountains on the nation's northern border with S.I.R.H. They are given one day to adjust before they meet on an altar in a classified location high up in the Mountains. There, they are each given one weapon of their choice, which cannot be ranged (firearms, bows, slingshots, etc.), and is blunted to avoid a swift death. Then, the altar is sealed and the battle begins. Dozens of cameras record the event publicly and ensure that no person cheats. Neither person has any body armor aside for their clothing, relying primarily on their weapons.

The Trial can end in two ways. One, a contestant ends up incapacitating another, who yields to the victor, earning him a final Trial Point. Or, a contestant somehow kills the other, making the survivor the new leader of Muli. The fighting typically continues until either result is achieved, potentially taking hours.

Afterwards, the winner becomes or remains the undisputed leader of Imperial Muli for the next 365 days.
