It was more of a hospital than anything else. There are many doctors in this region, I myself included as one of the main ones alongside doctor Penguin. Being the battle professor, one needs to gather data, more and more data, to know the trends and methods of every battler.

But one could only know the potential of someone's skill and strategy of pokemon battling if they are to be stripped from the pokemon they choose. Karen from the Kanto-Johto Elite Four once taught me, that Strong Pokémon. Weak Pokémon, is only the selfish perception of people.

Now as the gyms open up, I have been granted permission from the Champion, and Professor Phoenix to start this institute.
