SOUTH PACIFIC CORAL GUARD & THE DYNAMIC ENDORSEMENT CAP

26 June 2020


Fellow South Pacificans,

The last year has seen historical growth in our World Assembly Membership numbers with thousands of nations joining in and embracing the Southern World Assembly Initiative. This gradual growth of our endorsement rates has allowed us to re-evaluate our security considerations and the Council believes we are now in a place where a significant number of nations can accumulate even greater endorsement numbers which had previously been the exclusive domain of Council members. We are pleased to introduce the South Pacific Coral Guard (SPCG).

The SPCG is a group of trusted nations who maintain a high-endorsement count and who will sit, in terms of endorsement numbers, above the general population and just below the Council.

Member nations of the SPCG are permitted a higher Dynamic Endorsement Cap than that provided for the general World Assembly membership. This cap is currently eighty-five per cent (85%) of the third-highest endorsement count of Council members who are not presently serving as Delegate (682 endorsements).

On that note, we will be transitioning from a static endorsement count (currently set at 550 endorsements) to a Dynamic Endorsement Cap (DEC). The DEC is currently set at eighty-five per cent (85%) of the lowest endorsement count of Council members (538 endorsements).

For further information on the Dynamic Endorsement Cap, please see Council Regulation II.

Please be advised that these changes are not going into effect immediately. The launch date for the SPCG and the DEC is the 1st of July. However, in the interim period, the Council welcomes applications for the Coral Guard (read here for how to apply).

I'm very happy to see the CRS follow through on my suggestions.

The calculation of the dynamic caps seems a bit odd at first glance; could you give us some insight into how you came up with them?

We were aiming for a round number that came close to the cap as it currently stands. Right now, the lowest CRS member has 640 endorsements which puts the cap about 544.
