The old government of Lazarus was dissolved entirely, the old treaty isnt really in effect anymore.
The old treaty was repealed when we signed the current NAP.

Strictly speaking the old treaty was dissolved unilaterally by Lazarus Delegate Milograd, who under the terms of the treaty should have been banished from Lazarus - not made Delegate of Lazarus.
