Rethinking and Revitalizing the Ministry in a New Era of the Coalition
     The Coalition is at an undeniable turning point. Not only are we at the precipice of a Great Council, but the region has seen a remarkable amount of stagnation. It is more important than ever that the TSP's executive branch is filled with passionate, fresh ideas and leaders to lead this new era of the Coalition into its fullest potential. As such, the Ministry of Culture desparately needs to consider our response and our actions to this new era. As an avid member of TSP's forum roleplay community, and a prominent member of the Ministry of Regional Affairs in early 2020, I believe that the Ministry's goal is to fundamentally make the experience of the region something enjoyable and something to be proud of. In a nutshell, what I want to do is expand the access to the Ministry as an avenue for personal projects to receive the support of the Coalition, to be a lynchpin in the cultural projects that come about from the works of our great Ministry of Foreign Affairs, and to rethink the zeitgeist of what it means to be a Ministry of Culture. 
__________________Conflict of Interest Disclosure__________________
     I joined the South Pacific in January 2020 and remained in the region until June 2020. After a significant break from participating in NationStates, I have returned to the South Pacific and remains the only region I have participated in. As such, the South Pacific is the only region I'm loyal to -- it will remain this way if I am elected to the position of Minister of Culture.

Rethinking the Ministry of Culture:
      There are many ways to understand the role and purpose of the Ministry of Culture. However, in my time, both inside NS and out, I've found that the role of community-organized events must fundamentally be in the hands of the community. Over time, having too much control over the exact flow and process of creating events will cause a stagnation, and as such, the Ministry must rethink its position within TSP. Doing so means that the Ministry must recognize that the best projects and events are community-driven. I want to make the ministry a platform for residents of TSP to meet and collaborate with people on common ground and interests that they fundamentally want to see happen. Instead of a system which presupposes a culture calendar, I propose that the ministry instead give the control of games and events entirely to the people who want to make them happen. Any event or game that wants to be hosted, by anyone, inside or out of the ministry: my job is to make that happen. Of course, I will suggest and propose projects, events, and games, but I want the power to truly be in the hands of the community that elected me. 

Revitalizing Roleplay:
     Roleplay is what got me invested in the forumside as well as the larger region back in January 2020. It is incredibly imperative to me that I give back to the community that brought me into TSP, both as an active member and as a representative of it. I will work extensively to further the initiatives of the roleplay moderators, make roleplay even more accessible to people who are interested, and work to expand interest for what goes on in the canons of both forumside and RMB roleplay. 

Rethinking Structure:
     Many ministries run on a set staff who work to perpetually provide some sort of service to TSP. There's nothing wrong with this system at all; however, for the Ministry of Culture, it can create the problem of leadership appearing too stagnant, or not having any particular project on their mind. As part of rethinking the Ministry of Culture, I will assign senior staff on a fluid basis. If a staff member approaches me with an idea that they really want to see happen, I want them to take charge and take ownership of the projects they want to see happen. If a non-staff member approaches me (which I greatly encourage -- the MoC is for everyone, not just our staff), then I want to invite them to the Ministry to gain the resources they need to make their personal projects a reality within TSP. I want everyone to feel equally empowered to provide events for our region, and take pride in the things they accomplished through the ministry. 
__________________Positions: The Great Council__________________
     The upcoming Great Council is undeniably important for the Ministry, and I want to be its head advocate. When times such as these come up, especially when stagnation is on our minds and ending it is our agenda, the Ministry of Culture is something that will be brought into question. In many cases, it already has -- the relationship of the Ministry as it is relevant to the Ministry of Media, or the Ministry of Engagement is something that undoubtedly will be debated, alongside the responsibilities and the weight of the executive branch as a whole. As a result, I want to listen and remain the firstmost advocate for what the Ministry of Culture feels is sound and considerable to its needs, both in how it functions and how it will exist in the future.  
     As a result of the GC, I feel as though we as a Ministry are at an incredible opportunity to examine ourselves and change the way we think about things. If I am elected, I will work with both the incumbent and the Ministry as a whole to really begin internal talks about how we go about our business and how to really revitalize and rethink the ministry. Regardless of if I get elected, I want to put the Ministry's concerns and interests on the table for the community as a whole. Getting elected to the position, however, enables me to best be your advocate. Allow me the opportunity to represent us in the upcoming Great Council.
__________________Positions: Future Aspirations__________________
It is always important to think beyond myself. Regardless of my election, regardless of my successes or failures, the Ministry of Culture will always be here. The Ministry itself will go on to live, in whichever form it takes, somewhere in the Coalition. It is incredibly important for me to consider these things, and consider the ways that what I may do here can leave a lasting legacy on the community itself. Above all else, I want to encourage the Ministry to rethink and to continue rethinking about its position in the Coalition, the meaning behind its name, and to consider how to best achieve that. I want to make the Ministry something that the community considers to be an avenue for their own personal successes in the community. I want the Ministry to act as a platform -- not the impetus -- for friendships, community-building, and ultimately, the South Pacific itself. I will work to create an interconnected ministry, both with the roleplay community and the gameside community. At the end of the day, if my candidacy, and even my tenure, as Minister, allowed the community to look at what we're doing and say "hey, sometimes you succeded, sometimes you failed, but ultimately you made yourselves a platform for what wanted to do", then I will see that tenure as a success.
So much yes. This is a campaign with a clear (and good) vision for the Ministry of Culture going forward. I hope to see you elected.

It's refreshing to see this campaign. Our Ministry of Culture has become stagnant, simply bashing headlong into the same walls over and over again. It lacks imagination or vision for its projects, and the project of fulfilling the culture calendar's events has long outlived its usefulness. 

Will you maintain the Culture Calendar? Or you will abolish it?

I agree that it's outlived its usefulness. I plan to no longer service a culture calendar and instead institute an area in which members of TSP and the MoC staff can suggest games and events on their own impetus to. This will allow for members of TSP and MoC alike to hold events they want to hold and attend, as well as create the basis for allowing other members of TSP to play games they want together.

You are right that the ministry has become stagnant. I myself have made the mistake of dicussing my plans solely with Senior Staff, making the MoC channel completely emtpy. Now that I understand the ministry better, I have solved this issue by discussing most things with all my staffers, and including them and even citizens in creating events. Although this has been very succesful, I do not keep it secret that I am opposed to abolishing the Culture Calendar. I believe that when there is no specefic hosting time people will forget to host, and even if they don't, they will end up hosting at the same time every week. How will you make sure that things stay organised without a Culture Calendar?

Can't we flip this question on its head. How many people are looking at THE Culture Calendar™ when they are choosing to attend (or not attend) events? Where even is THE Culture Calendar™? 

If someone in staff wants to host a weekly quiz session, for example, that can happen under Rose's proposed system. And they could use the events function in Discord and pings to facilitate it. I'm entirely confused where there must be THE Culture Calendar™ to facilitate it. As far as I can tell, THE Culture Calendar™ is just something we obsess over at the expense of running more imaginative events

I see, I understand better what is ment by ‘abolishing the Culture Calendar’ after your explanation and what will come in its place. I think the ideas made by Rosaferri are very interesting and I have been fully convinced by them. If I get elected I would like to work together with her to create her ideas anyway.
