My dearest friends,

The Hammerstarian government proposes an initiative known as Genesis. The initiative was written due to the rising concerns of a new threat, for soon, a plague could hit our continent, and destroy all of our crops and seeds to extinction. We emphasise the importance of conserving our plants and seeds in an isolated gene bank, where they shall be kept, maintained and preserved.

Be advised that this initiative would need member nations of the Southern Cooperation Organisation to rally up all plant species that are native to their country/continent, so that we may log them into this seed bank.

Hammerstar has already conserved a couple of its signature seeds, and has preserved them in a compound inside Zephyr. This is the insides of our seed bank, 'Hadaunimosn'

We ask of the council's opinion on the Genesis Initiative, and I ask observers and other non-member nations to partake in this discussion. If Madam Ching would allow it.

This was an initiative that we posted long ago in the SCO, but not a lot of people are backing this up. We stress the importance of preserving seeds to ensure that the extinction of a plant species would not happen anytime soon. We ask the possibility of the UF to sponsor the Genesis Initiative.

One thing that Qvait learned in the SCO is that there are lazy souls there. Here in Qvait, the Department of the Environment has already done this with thousands of plant species and have DNA from thousands of animal species. On the question of supporting this initiative, you will have the undivided support of Qvait.
Here's what I'd like to propose.

The Genesis Initiative shall consist of many prominent scientists from sponsor nations, they shall be tasked in obtaining and preserving seeds of organic plants all over the world. The Seed bank facility would be placed in one of the sponsor nations of this initiative (Which we shall discuss as well).

We would like to point out that my SCO counterparts have finished drafting a resolution to be submitted to the SCO, suppose that they are interested in this project, a collaboration between the UF and the SCO in the Genesis Initiative is possible for discussion later on.
I do not have any concerns about this. Any of my colleagues agree? Disagree?
As pointed out in the SCO discussion, we fully support this measure, including a UF-SCO collaboration.
With that in mind, Hammerstar motion this into a vote. On having the UF as a sponsor for the Genesis Initiative. Several decisions that follows shall be conducted in the UF. We truly hope that our friends in the SCO would soon make up their minds, but for now, we are happy that several members of the UF are fully aware of this problem.
What exactly are you motioning to a vote? Sure enough we would need more than a simple suggestion to vote on.
We could take the liberty of putting the working paper that Hammerstar published to the SCO. What do you think?

The Genesis Initiative

Reminding the effects of selective farming would result in the extinction of some species of plants

Feeling revolted to the fact that there are several organic plant species that have fallen to extinction due to selective farming.

Realising that there has yet to be an international seed preservation bank.

Estimates that with a seed bank facility, that not only preserves but also researches these seeds, the fate of these organic plants would be secured for future generations

Therefore, enacting Resolution #007, also known as The Genesis Initiative which calls upon member [Organisation] states to:

1. Choose a couple of prominent biologists and scientists. Which would then be formed into a team of naturalists that shall travel the world obtaining and preserving all existing species of organic plants all over the world. The team shall be temporarily known as the "Seed Men."

2. Report and data all existing species of seeds and organic plants in their respective nations to the "Seed Men", along with the seeds to be preserved in the seed bank.

3. Open up the opportunity for the Seed Men to publicise their research concerning the plants that grow in The South Pacific.

4. Also opening the opportunity for biologists from respective member nations to conduct research of the seeds collected in the Seed Bank

Pointing Out that a location of the Seed Bank shall need to be negotiated after the ratification of Resolution 007.

Also pointing out the possibility of the Genesis Initiative being a joint project between the SCO and the United Front/CESTA.

Decides to remain actively seized on the matter.


We would truly appreciate the comments made by other member states, and wether there are anything that could be amended from the resolution, please say so.

Since it may be a joint project, perhaps the resolution submitted to the SCO would suffice.

Isn't this a bit too open-ended? I mean, not once does the resolution actually impose or decide anything. It just throws around suggestions and things that should eventually generally happen.
