History of the Ministry of Regional Affairs

Creation of the Ministry

Throughout most of its history the South Pacific had no government agency dedicated to the promotion of a regional community. It was often the job of individual government officials and ordinary citizens to ensure that regional activity remained at decent levels and that citizens had reasons to contribute.

A Ministry of Regional Affairs was first proposed by Belschaft in the manifesto to his August 2011 delegacy campaign [1]. He expressed his intention to create a ministry in charge of roleplaying, noting that the region was weak in that area and could benefit from the dynamism that increased roleplay would add to the community. He further added that the presence of Milograd, then a Roleplay Mentor on NationStates, would be a great fit for the new ministry.

Once elected, Belschaft formaly proposed the creation of the Ministry as part of a broader governmental reform on 29 August 2011. Initially this new ministry had been tasked exclusively with the management of regional roleplay and the promotion of the regional forum, as the text below shows [2]:

The Ministry of Regional Affairs shall be responsible for directing and running regional roleplay.
The Ministry of Regional Affairs shall be responsible for the creation and maintenance of the regional map.
The Ministry of Regional Affairs shall be responsible for maintaining RMB activity, and promoting the offsite regional forums to nations within the region.

Belschaft later stated to this Office that he had Milograd in mind when he first proposed the creation of the Ministry. He suggested being less adept at culture was his main reason for wanting to take advantage of Milograd's skills in that area. However, he also said he was hoping for an additional friendly vote in the Cabinet. In that sense, the creation of the Ministry of Regional Affairs was both a matter of pragmatism with regards to culture and a matter of internal politics.

Citizens at the time agreed on the reforms proposed by Belschaft, but there was no further action on his broader proposal. He started a new thread within a week, where he specifically proposed the creation of the Ministry [3]. With little opposition or even questions from other citizens, the proposal was switfly motioned to vote and passed by a unanimous 9-0 [4]. The Ministry of Regional Affairs came to existence on 14 September 2011, with a subsequent request from Belschaft to immediately start an election for the new position.

Ministers of Regional Affairs
by the Historical Office

Though their specific roles have slightly varied through the years, Ministers of Regional Affairs have always been the ones entrusted with promoting the growth of regional culture and encouraging newcomers to become a part of the community. Thirteen individuals have been elected or appointed as Ministers of Regional Affairs since the position was first established:

1. Milograd
  • Elected on 23 September 2011 [1]
  • Elected to a second term on 7 December 2011 [2]
  • Appointed to a third term by Hileville on 16 March 2012 [3]
  • Is the longest serving Minister at a combined total of 254 days
2. Eluvatar
  • Elected on 3 June 2012 [4]
  • Resigned amid recall proceedings due to inactivity on 19 July 2012 [5]
  • Is the third shortest serving Minister at a total of 46 days
3. God Emperor
  • Elected to finish Eluvatar's term on 30 July 2012 [6]
  • Elected to a full term on 3 September 2012 [7]
  • Is the fourth longest serving Minister at a combined total of 140 days
4. HEM
  • Elected on 17 December 2012 [8]
  • Is the seventh longest serving Minister at a total of 112 days
5. Topid
  • Elected on 8 April 2013 [9]
  • Recalled due to inactivity on 12 July 2013 [10] [11]
  • Is the eighth longest serving Minister at a total of 95 days
6. Escade
  • Appointed to finish Topid's term on 12 July 2013 [12]
  • Elected to a full term on 9 August 2013 [13]
  • Is the third longest serving Minister at a combined total of 152 days
7. Awe
  • Elected on 11 December 2013 [14]
  • Resigned due to real life commitments on 4 March 2014 [15]
  • Is the ninth longest serving Minister at a total of 83 days
8. Arbiter08
  • Appointed to finish Awe's term on 7 March 2014 [16]
  • Is the shortest serving Minister at a total of 33 days
9. Farengeto
  • Elected on 9 April 2014 [17]
  • Resigned due to self-admitted lack of activity on 9 June 2014 [18]
  • Is the fourth shortest serving Minister at a total of 61 days
10. Gustave Berr
  • Elected to finish Farengeto's term on 19 June 2014 [19]
  • Is the second shortest serving Minister at a total of 43 days
11. ProfessorHenn
  • Elected on 1 August 2014 [20]
  • Is the third longest serving Minister at a total of 122 days
12. Kringalia
  • Elected on 1 December 2014 [21]
  • Is the second longest serving Minister due to an ongoing non-consecutive second term
13. Feirmont
  • Elected on 1 April 2015 [22]
  • Is the fourth longest serving Minister at a total of 122 days
14. Kringalia
  • Elected to a second non-consecutive term on 1 August 2015 [23]
  • Is the second longest serving Minister due to an ongoing non-consecutive second term

This history is somewhat incomplete: there was a Ministry of Regional Affairs in 2006, as well. I don't know when that one was created or ended, however.

It was a substantially different position, however, and included Assembly responsibilities of some kind.

I believe you are referring to the Ministry of the Region? We concluded it was an early predecessor to the Chair of the Assembly.
