To not fall under the designation, you must renounce The Empire. Given that it's an amorphous blob of friends who operate in secrecy, I'm not sure how you can do that, honestly.

You have to be a Citizen/Legislator (post GC) to run for any office, to vote in elections and to vote on legislation.
