God-Emperor For Minister Of Foreign Affairs
#1

As The South Pacific's Minister Of Foreign Affairs, I would, first and foremost, hold myself responsible for interactions, or lack thereof, with foreign regions. As such, my first actions in office would be to appoint three deputy Ministers: Deputy Minister Of Foreign Affairs, Feeder Affairs (D(F)), Deputy Minister Of Foreign Affairs, Sinker Affairs (D(S)), and Deputy Minister Of Foreign Affairs, User Created Region Affairs (D(UCR)). Recognizing the number and scope of UCRs, the D(UCR) will be authorized up to three Junior Ministers. The Deputy and Junior Ministers would act in lieu of ambassadors that previously comprised the Diplomatic Corps, but unlike the ambassadors, who were often just assigned to whatever region was available, great care would be given to the experience levels of the individuals that would fill these positions and the position to which they are assigned will be commensurate with their experience, which I believe would be beneficial to both the region and those individuals themselves.

The first task that would be assigned to these newly appointed Deputy and Junior Ministers would be to identify which regional embassies and consulates, if any, would be affected by last month's announcement, and, in the interest of keeping the embassy or consulate open, the respective Ministers will post a link to the Regional Update in the NationStates Gameplay forum. However, if an embassy or consulate is not affected, the Ministers will not have to expend the time or effort to post the link in every region.

After those regions have been identified, my second act as Minister Of Foreign Affairs, with the assistance of the Deputy Ministers, would be to review all of our treaties and agreements with foreign regions, and the Deputy Ministers, along with their Junior Ministers, will review the treaty or agreement with the region in question. If, over the course of their duties, any Deputy or Junior Minister recognizes interest from a foreign entity for a treaty, alliance or other agreement, we will, of course, commence negotiations.

The Ministry Of Foreign Affairs, including the Deputy and Junior Ministers, will continue to draft a monthly Regional Update, of course, and it will be published in the NationStates Gameplay forum for external distribution and the Ministry Of Foreign Affairs for internal consumption.

Finally, before the end of the term, I would like to review all of the embassies we currently maintain abroad and all of the embassies foreign entities maintain with us to see if any should be marked for closure or if there have been any oversight. All the while keeping an eyes out for any up and coming regions with it may be beneficial for us to establish relations with.

While it may appear that most or all of the work would be delegated to a Deputy or Junior Ministers, I see the Minister Of Foreign Affairs as an individual in a unique position to coordinate not just among the Ministry and the Cabinet, especially the Delegate and Ministers of the Army and Regional Affairs because military and regional affairs have real and significant effects on foreign affairs, but between the Cabinet and the Ministry, as well. Additionally, I believe the Junior Minister position not only creates a position for newer citizens or even citizens that are just new to foreign affairs to gain valuable experience, but it serves a dual purpose within the Ministry itself. It allows the Minister Of Foreign Affairs and the Deputy Ministers to not have so few subordinates that micromanagement becomes commonplace and not so many subordinates that it becomes unmanageable. It also allows for internal reorganization and restructuring for task specific reasons, as the discerning reader probably realized would be necessary to accomplish the goals as outlined above, without having to make massive changes or announcements.

Overall, I believe this system has the adaptability to build a flexible structure and, ultimately, a stronger organization.

I welcome and questions, comments or concern you may have with or about the platform, especially if you need clarification or explanation of the proposal. Thank you, and I hope to receive your vote.

If you were elected and went through with this would the Ministry of Foreign Affairs continue to write updates? If so, who would write them?

(Also this is in the MoRA campaign area, you might want to get it moved Tounge)

Also, moved it.

Sorry, didn't see that part.

No worries, but I would just like to further point out that drafting and distributing a regional update is mandated by the Charter and anyone that runs for elected office should reaffirm their oath to uphold the Charter before taking office, privately if not publicly.

You were discharged from the NSA in June last year. Following your discharge, you racked up moderator and administrator warnings until you were banned from the forums for a short time. After that, you seemed to leave the region and stop posting in the forums, until these new forums were created.

Do you care to comment on your history in the NSA? The old forums are not publicly accessible, so it's important for the citizens of TSP to know what possible issues may arise if you are elected Minister of Foreign Affairs.

At the time in question, I was leading an ongoing refounding operation as the Commander of The West Pacific Armed Forces (TWPAF), in which members of the NSA were also participating in until Milograd went rogue, and, at that time, my presence was requested in The South Pacific. I wasn't able to order a move or cease ongoing operations without cause because the Guardians didn't support a liberation. However, I encouraged nations leaving the region to move to TSP to support the liberation. Upon a successful refound of the region, I resigned my commission as TWPAF Commander, but the decision to discharge me from the NSA was already made. I appealed the discharge, and, after waiting over a month for a decision on the appeal, I had a brief exchange with another member. Hileville decided to ban me for a day, but, as recent events suggest, Hileville had a tendency to be a little hasty with administrative decisions.

Having not only been a member of The South Pacific Army (SPA) before the inception of the NSA, but a member of the Defense Force: The South Pacific (DSP) back in the days when Franco Spain was Delegate of The Pacific, I felt the ban was a slap in the face for my service to the region over what was a relatively reasonable request. That's why I left, and, now that Hileville is gone, I've returned. It's as simple as that. It never had anything to do with the region itself, which has been my home for over a decade, something I believe only Tsunamy and Geomania can say at this point. I don't believe any issue would arise if I were elected Minister Of Foreign Affairs, as it had little to do with foreign regions and is all but irrelevant now. If you or anyone else have any questions about foreign affairs, I'd be more than happy to answer them at this time.

I really dislike this line of questioning especially from an opponent. Leaves a bad taste in my mouth. But to each his own.

God-Emperor, I think your overall structure sounds fine but I think many different structures can work. My question will be more meat and potatoes.

How would you describe your relationship with other GCR leaders outside of TSP?

Whichever ticket wins the delegate/VD races, how well do you believe you will work with the winners?

In the past, I served as an ambassador to The Pacific, and, while I don't know Krulltopia personally, I believe we would have a very productive professional relationship. I'm more familiar with Feux, however, and my relationship with the region as a whole was such that, during my tenure as ambassador, Karpathos personally extended an invitation to apply for citizenship.

Unlike The Pacific, I don't have any recent professional experience in The North Pacific, but I have several personal ties. McMasterdonia was one of the first people to welcome me back from my most recent hiatus, and I'm very familiar with our Foreign Affairs counterpart, r3naissanc3r from the time we spent together in Europeia. On a more personal note, I fought with The North Pacific Army and, later, The Order Of Gryphons during the reign of Great Bight so TNP has always held somewhat of a sentimental place in my heart.

The East Pacific can be said to be a combination of both. I have a very close personal and professional relationship with the delegate, Bachtenkuppen, their Minister Of Foreign Affairs, Old Federalia, the General Of The East Pacific Sovereign Army, Xoriet, the Commissioner Of The East Pacific Police Service, Prussia, and their Ambassador To The WA, Ramaeus, not to mention their Viziers, whom most of us in this region know and love, Todd McCloud, A Mean Old Man, A Slanted Black Stripe, and East Malaysia. The list goes on. TEP was and is my home away from home when, unfortunately, a couple individuals made me feel less than welcome in this region.

I am also, as you might say, where East meets West because I have similar relationships in The West Pacific. I have a close personal and professional relationship with the delegate All Good People, or as he's better known, Westwind, and, while I have less than perfect with the rest of the Guardians, with the notable exception of Yy4u, I've worked with them in the past. I'd be able to do it again in the future, especially during their upcoming change of government. As for the rest of their government, I have close personal and working relationships with their Bishop Of The Grand Assembly, Benjamin Mark or Simple Country, the Commander Champion Of The Knights Of The Sacred Order, Archsium, and their Ministers Of Foreign and Internal Affairs, Intelligent Holograms and Vulcan Prime, respectively.

The only reason I left Ravenclaw's name out when discussing TNP earlier was to save him for Osiris. I consider him a friend with whom I've worked in the past, and I'm be excited to do so again. I'm also very familiar with their Scribe Of Justice, Zeorus, just from him making the rounds with the Brotherhood Of Malice.

While I have no professional experience in Balder, I am very familiar with the delegate, North East Somerset, from time spent in Europeia, like r3naissanc3r, as I am with their Foreign Affairs Minister, Charles Cerebella, from time spent as an ambassador to The New Inquisition, not to mention the United Imperialist Armed Forces, in general.

I'll be the first to admit that Balder is my greatest weakness, but we all know their Grand Marshal, Milograd, not to mention their Information District Governor, New Kervoskia, whom I know from The Pacific. Congressman Libertarian Republics was an old mainstay from The Rejected Realms, and their Recruitment Marshal, Tano, I've worked very close with in The East Pacific.

Last, but not least, The Rejected Realms. As an ambassador to that region, I grew familiar with the delegate, Frattastan, and you can't play this game without knowing their Vice Delegate, Sedgistan, not to mention their Media Officer, the defender everyone loves or loves to hate, Unibot.

While I haven't gotten a chance to work with the current Delegate/VD, I respect what they and everyone else has done to get this region back on it's feet so quickly after the most recent forum move, and, as such, I would love to offer them my wealth (If I may be modest) of foreign affairs experience, and whoever wins, I'm sure I'll be working with them closely to catch me up to speed on certain issues. As for Rebeltopia/Arbiter, the latter of whom I can echo the previous sentiments for, I'm sure I could work with just as effectively. Rebel was one of my closest friends and confidantes the last time around, and I'd be excited to carry that relationship over to a move official capacity again. I mean, hell, we practically started a region together. Love ya, RT.

GR's tone may have been hostile, but it's still a valid question, no?
