Minister of Gameside Affairs
#71

To LR, I suggest just having the delegate run it. But, there's no harm in the EC accepting nominations.

My only concern is that what if it takes a bit to get the delegate into the seat? Kris and I had a smooth transition, but if there's a transition delay, I think we need to account for that. Maybe something along the lines that it will run at the same time as judicial elections, or as soon as possible?

I suggested running it at the same time as judicial elections last page: Glen is opposed.

Can someone explain here? I didn't think he was opposed to the time frame, but to the process of having the delegate do it.

The Delegate has to run it, so there's no point having a second official to pretend to run it. It's the same reason why we made the admins the election commissioners rather than having a separate official election commission.

I didn't oppose holding it the same time as judicial elections. I just think it's not necessary. There's no reason to remove the EC from the equation. Just because the Delegate is the one that creates the poll doesn't mean the EC shouldn't maintain its current role as a neutral administrator of elections.

Kring -- did you have a poll running when I took over? I'm not exactly sure what changes when the new delegate takes over. Such as, I know the Welcome TG is deleted and I think other settings are reset during transitions.

I think staggering the time, just makes sense from a logistics standpoint (Following the delegate transition and what not.) We're holding judicial elections anyhow. The EC can still run it, but run it along with the judicial elections.

Yes, I had the poll on whether I should coup. It finished about an hour after you took the seat, but that was because of the three days being up, not because you took over.

The Minister of Gameside Affairs would have a vote in the Cabinet, and would be a liaison between the Assembly and the game-side (but wouldn't have any extra votes in the Assembly). It is meant as an alternative to creating a new legislative house for the game-side.

Kris Kringle Wrote:My concern is both in terms of security (an election through regional poll is incredibly insecure) and in terms of what this Minister would do. I simply don't believe their supposed role is enough to merit a seat in the Senior Cabinet.

Using WA & Influential would decrease security concerns, because that second requirement isn't easy to get. Additionally, in my opinion, electing one person (who would be constrained by the political realities of the Cabinet) is much more secure than wide open legislative power. As far as the role, 90% of the role is simply representing the interests of the game-side community. I think that's not nothing.

I've come up with the following text:

Quote:Article 6: Executive
...
Section 1 - Cabinet and Powers of the Cabinet

1. The Cabinet shall consist of senior and junior members.
2. The senior Cabinet members shall be the Delegate, Vice Delegate, Minister of Foreign Affairs, Minster of Regional Affairs, Minister of Gameside Affairs, Minister of the Army, and Chair of the Assembly.

Quote:Article 6: Executive
...
Section 6 - Ministry of Gameside Affairs
1. The Ministry of Gameside Affairs will be led by the Minister of Gameside Affairs.
2. The Ministry is responsible for representing in the Cabinet the interests of those who are members of the regions, but elect to not join the forums.
3. The Ministry is responsible for notifying the game-side of legislative proposals in the Assembly, along with other Assembly business, explaining the happenings of the Assembly, and briefing the Assembly on the happenings of the game-side community.
4. The Minister of Gameside Affairs shall be subject to special election procedures defined in the Code of Laws.

Quote:Code of Laws
Article 1: Elections
...
Section 2 - Position Specificities
...
5. The Minister of Gameside Affairs will be elected by plurality through a game-side poll, using the WA & Influential criteria. Citizenship shall not be required when voting for the Minister of Gameside Affairs.
6. Elections for Minister of Gameside Affairs shall follow normal election procedure, except that nominations and campaigns must occur on the game-side community, with nominations being sent to the official TSP Election Commission nation.

Quote:Code of Laws
Article 2: Recall Procedures

1. The Assembly may recall any elected or appointed official. The Minister of Gameside Affairs may additionally be recalled by the game-side community.
2. Discussions on a recall motion will occur for at least five days.
3. A recall motion requires at least a second to be brought to a vote, unless either the original motion or the second has been withdrawn.
4. The official is recalled should 75% of votes cast in favor of such, with recalls of the Minister of Gameside Affairs taking place through a game-side poll using the WA & Influential criteria.

I support this text and think this is a really good idea. I would suggest changing the name of the MoRA though.

While I still think this proposal is a useless idea that is only more lines in the Charter...
