Legal Question (interpret the meaning and application of a law) Darkstrait Civil War

After the Mule Mutiny and resulting protests sparked conflict between armed citizens and government troops in Skotino Steno (for more information see Bonaugure's Lost in Wilderness thread), Darkstrait has entered a period of civil war. The current situation is shown on this map:

Here's a rundown of each side in the conflict:
Government Forces
Archchancellor Ridcully's socialist government troops. They currently hold Octavo Square (the center of government) and the surrounding areas, including embassies. Unfortunately, the embassies cannot be evacuated, as any helicopters leaving would have to pass over rebel-held areas. However, the government forces are well equipped, with modern tanks and aircraft.
Communist Revolutionaries
Several communist revolutionary groups (Red Fist, People's Hammer, Marx's Heirs) have made themselves openly known in the confusion following the riots in Skotino Steno. These groups for the most part act in union, but maintain independence from one another. Some of the politicians in the Communist Party of Darkstrait support these groups and are assisting them. These groups have gotten their hands on old tanks and weapons and fiercely defend the streets they hold, mostly west of Octavo Square.
Wolframist Militia
The wolframist militia group Tung Sten (see the Factbook Wolframism), along with armed pro-wolframist citizens and smaller militia groups, has seized the street areas northwest and southwest of Octavo Square. This group has more advanced battle equipment and is looking to take over the government, or at the very least to put their leader, Rhen Wolfram, in the Archchancellorcy.
Citizen Rebels
This category basically fits any combatant who is not in one of the groups mentioned above. They are not united in cause, but just want to see their areas independent of the current government. They will aid or accept aid from the communists and wolframists in keeping the government off their street. They fight with whatever weapons they can get their hands on.

Please help us end this rebellion.

We will accept aid in the form of transport helicopters and air-to-ground missiles. We need to allow the embassies to be evacuated and Bonaugure to send teams in.

Punchwood wants to know, if Embassy Street is being affected by this "uprising". Please answer this first and as quickly as possible so Punchwood can decided its next move.

The situation is bad. Embassy Street does not have any rebellious activity, but the issue of food distribution is about to hit hard. The government is having trouble getting supplies from the Dark Strait to the areas it holds within the city. General Samuel Vimes is preparing a tank column to push through, but bringing in food will still be tough.

Would Punchwood be able to send a plane carrying supplies (food, water etc) to Embassy Street? It would be sent down by parachute, there would be no landing.

The problem is taken to General Vimes and Dean Henry, one of Darkstrait's top statisticians:
Vimes: The rebels currently control the surrounding areas. The communists have machine guns and sniper rifles, the wolframists have ground-to-air missiles, and the citizens have model rockets with gunpowder stuffed into the tube. If you can avoid the wolframists, the odds are good.
Henry: But wait, we also have to factor in the parachute drop. Odds are just about everyone could blow that up.
Vimes: True. Maybe if we made a smokescreen?
Henry: That improves the odds of not getting shot significantly, but how will you hit Embassy Street?
Vimes: A homing beacon on Embassy Street would probably be sufficient.
Henry: So there you go. If you used a smokescreen and a homing beacon, the odds of a successful drop are probably 85% or higher.

Three ATD teams of 10 members have been sent already, they're ready for urban warfare and come with all the required equipment. You've proven to us your good judgment and decision making during the Sporaltryan War, so we're glad to share their command with you one more time.

Nonetheless, due my evacuation and the successful appointment with Archchancellor Ridcully; the choppers are on the way, so their coordination shall also be shared with you.

President Robert Stevensen just issued this message to the government of Darkstrait:
"Congress is willing to offer troops to assist your government forces. This includes all three branches of the armed force. We will, however, send the military in to defend our embassy and ambassadors regardless of your response, should the situation dissolve to that point."

We thank Bonaugure and Sanden for their response to this event. The military is currently capable of defending the territory held by the government, but we will need reinforcements if we are to win the city. In addition, fighting is taking place in the countryside, but is not as fierce and desperate as in the capital.
Our current plan is to push a tank column through to the docks, so supplies can be brought in more easily. We would appreciate it if your naval forces could bombard rebel units along the coast and secure the docks. Your fleets will be joined by what ships we can spare (our fleet was engaged in a large operation in Transsuneria when the rebellion began).
