Citizenship Process

All quoted and amended law taken verbatim from The Charter

Article 1 Wrote:Section 2 - Acceptance and Removal

1. Citizenship applications will be reviewed by a Citizenship Committee headed by the Vice Delegate.
2. The Citizenship Committee will be a body of 3 individuals appointed and approved by the Assembly. The Assembly may recall a member of the Committee with a 2/3 majority vote. Members are immediately removed if the member has not logged in for a period of twenty-one (21) days.
3. Upon review the applicant may be either conditionally approved or denied by a member the committee Vice Delegate.
4. If the applicant is denied, a member of the Citizenship Committee must supply a valid reason.
The rest of the numbers of Section 2 follow suit.

Article 6, Section 2 Wrote:8. The Vice Delegate will be responsible for reviewing citizenship applications. head the Citizenship Committee and will have veto power in denying any applicant, provided a valid reason is both supplied and is justified.

It has become abundantly clear to myself and others in The South Pacific that expecting one person to be in charge of the first wave of citizenship approval is a bit unfair to that individual, especially if they have real-life issues that they must attend to. Therefore, it is important that we have several individuals in charge of this post. I've suggested three, approved by the Assembly, who will act in tandem to ensure citizenship applications are attended to in a timely fashion. This method prevents one person from assuming the pressure of consistently attending to these apps, which has proven extremely difficult in recent months. I for one would like to ameliorate this situation by providing an alternate means. The Vice Delegate retains power in this situation by having veto power for any applicant, provided a justified reason permissible in the courts is present.

I think our strong belief is that only one member of the Council is appointed by the Assembly to avoid unnecessary politicization of the day.

Section 2 - Acceptance and Removal
1. Citizenship applications will be reviewed by the Citizenship Council.
2.  Applicants may not use a proxy, may not attempt to avoid a forum ban, may no apply for Citizenship with multiple nations.  In the event that an applicant is found to be in violation of any of the above by the Forum Administration or the Citizenship Council their application will be denied.
3.  The Citizenship Council will decide whether to admit or deny the application.  In the event that an applicant is denied the reason for denial must be disclosed by the Citizenship Council. The applicant may appeal their denial to the Assembly which may reverse the denial by a 75% majority vote in favor.
4. If a Citizen no longer has a resident nation their citizenship will be removed by the Citizenship Council during the next monthly check.
5.  The Cabinet may remove Citizenship from a nation who is found to be a Security Threat. 
6. The CSS may, on behalf of the Citizenship Council, undertake an investigation into nations who have been denied citizenship or declared a security risk and report their finding to the Assembly.
7.  All applicants for Citizenship must reach a post count of 15 before being accepted.

Section 3 - Citizenship Council

1.  The Citizenship Council will be comprised of 3 members.
2.  1 member will be appointed by the Delegate, 1 member from the Committee for State Security will be appointed by said Committee, and 1 will be a member of the Forum Administration Staff appointed by said Administration Staff.  All members must be approved by a 75% majority vote of the Assembly in favor.
3.  Members of the Citizenship Council serve for a one year period unless they resign, are recalled, and/or they no longer hold Citizenship. Each year members of the Council may be changed following the appointment process as outlined.
4.  The Citizenship Council is responsible for maintaining a list of all Citizens and Citizen-Electors.  If the Assembly does not re-confirm the appointment process for that member will be followed.

Is this burdensome though? We already have the ability to offer a replacement if need be ... do we really need a whole committee?

On one hand we complain about forum activity and growth, on the other we're looking at making it difficult to join and participate. Just thinking out load here

Seeing how participation is not dependent on citizenship, increasing the requirements for citizenship need not be a hindrance for activity. Our Ministry of Regional Affairs is fully capable of promoting participation and has been doing that for a long time, to great success I might add.
