We finally understand nuclear pulse propulsion but is not yet on board with allowing it. Qvait is concerned that this idea could be weaponized in which it will thrust a nuclear weapon towards a target in the South Pacific. In essence, using two nuclear bombs by first using one to thrust it at a target and destroying it with the second bomb. Qvait would also like to bring up to discussion the hypothetical act of kinetic bombardment and whether or not to allow it even if it is not nuclear.
Seeing that the discussion has mostly gone over nuclear weapons, a second round of negotiations will discuss arms reduction.

Would this treaty also ban or restrict use of ballistic missiles carrying conventional warheads?

Darkstrait, the nuclear non-proliferation part of the treaty, which is the discussion in this first round of talks, will not ban or restrict the use of such missiles. However, I cannot say whether or not the second part, arms reduction, will ban or restrict the use of such.
Well, to get back to the topic at hand, we can only really support the setting of a cap on nuclear weapons.
And if we take the time to discuss all of these issues separately, these conferences will take a long time.

While Farengeto is not currently participating in this, if you are not limiting the spread or production of nuclear weapons this is no longer a non-proliferation treaty.
