And where does in the Bantam Harbour rules say "unless you are an overpopulated nation, 300-400 people per sq miles max."? How about 200 million? 666-800 people per sq mile.

Why do you even need to have things in such big numbers? Hundreds of millions in population, tens of millions of soldiers, thousands of nuclear weapons, constant civil wars.
