Hello, fellow members. We are here to speak to you of something terrible.

The AFF or Armed Fighters for the Fatherland is getting dangerous. They have conquered some land in the southeast of Laiwan, and, according to Laiwanese Officials, they need help, as the 10,000-40,000 militia is beating the Laiwanese Government.

Laiwan has currently 70,000 troops and Ryccia has 2,000 troops stationed there to fight against the AFF. But, however, the militia is using guerrilla attacks to disturb our troops and they attack unexpectedly. It is such a problem that Ryccia had to close its borders near the conflict zone, and it is being guarded heavily(the border opens for refugees when they are seen).

Now, there is also a worrisome topic as well: refugees. Currently, Ryccia has received 14,000 Laiwanese refugees from the conflict, but our fragile state cannot support them, and if that number reaches 20,000, we will have no other option but to deport them back to Laiwan to safe areas. We never thought that we would have refugees, so our refugee programmes were not well funded. We are trying to allocate money to the programme to cope with the situation, but if we cannot allocate money, we cannot support 20,000 people.

We ask the United Front to help us defeat the AFF before its too late.

The Qvaitican Defense Forces has a division of 13,000 highly-trained soldiers from the Qvaitican Ground Forces (QGF) that is ready to combat these militants.

(OOC: I think that Ryccia and Laiwan needs to be reunited for the sake of reducing the voting threshold and allowing you only one vote. Besides, the way I see it is that it is the economically best thing to do. Can you do that?)

OOC: No. And Laiwan's votes are always abstain(no cheating!). And 70% of Laiwanese want an independent state. The AFF is like ISIS, Boko Haram, Al-Shabaab, FARC or Novorossiya. They want something and fight for it, even though the majority does not want to.

In addition to the QGF's 3rd Infantry Division, the Qvaitican Air Force is ready to conduct airstrikes on the AFF.

(OOC: Even though they're abstentions, it's still unethical. Now, let me play devil's advocate for a moment. These people's methods may be similar to that of IS, but the goal is way different. IS wants an Islamic Caliphate and would still kill, but if reunification is achieved, there is nothing else to fight for when it comes to the AFF. Look at the PKK in Turkey, I don't agree with socialism, but it wants an independent Kurdish state. However, it is designated as a terrorist organization by the EU and NATO. Ironic enough because of its terrorist designation, they are battling IS.)

OOC: Novorossiya wants to reunify and/or get closer to Russia. And Ukraine was once from Russia.
