One post per opinion is a bad idea. That being said, maybe it would be wise to set a more established procedure for moving things along.
Maybe separate discussions into different "Readings" with strict time frames for discussion. For example, a "First Reading" upon posting might last 48 hours, and then a "Second Reading" could last another 24. The Chair could then move the legislation to a vote or proceed to a third reading if only it appeared productive to do so.
That seems unnecessarily bureaucratic.

Well, it would be better than what we have now. If it takes six pages to argue about fixing a typo, clearly there is something wrong.
