The problem with it is that it pretty much requires everyone in the region to disarm at the same time, and there'll be one country that decides not to, or refuses to, or keeps a secret stash, and that compromises the entire region's safety.

We would request the Qvaitican delegation to speak, if we wanted them to.

That being said, sanctions are not enough. Look at Hammerstarr and FI. It broke R002, yet nothing bad happens. We need to ensure that the punishment is highly severe, and will be reflected upon any nation that breaks this accord.

There is no rule that does not allow me to be here, so...

If a nation does not want to, then we can invade them, slash them in even parts like Germany, and anschluss them! Xixixixixi! isolate them.

I think we could agree on a non-proliferation treaty, but not on disarmament, for the reasons Darkstrait exposed.
Also, nations without nuclear weapons should be allowed to develop at least a limited number of them to guarantee their security and independence from those who already have them.

All nations should be required to disarm to 100 warheads maximum. There is no reason for any nation to have more than that as it is more than enough to wipe almost all society off the face of the pacifica.
