OOC: the bottomline here is that there is no scenario here that leads to us granting you permission to deploy.

Ugh. Im trying to save my citizens here. Hammerstar and Qvait can't rescue 300,000 people alone!

The Sporaltryan people would rather round up the Ryccians in one area, have you Land helicopters, then blow them up.

In short, you cannot and will not ever move anything you control outside of Ryccia, the Siculite Islands, and the RATSPT. You have no power. Accept it and move on.
