It does however create a massive waste of time when you have to get through a country's borders. And When it comes to humanitarian aid, time is of the essence. And Resentine hates wasting time. And It might help if you think of it in a more North Korea-France relationship. North Korea has an Embassy in France, but France neither has an embassy with them or acknowledges North Korea as a country. France does, however, provide North Korea with Aid. I already argued this with Henn over Steam.

Which begs the question of why are you asking that at all. It's like asking out of the blue if the US plans to break diplomatic relations with X country. Sure, you can ask, but what made you wonder if there was a possibility of that happening at all?
