Okie to do list: write up this response - go back to bed and try not to die.

So-
Most obvious answer to this question is a known persona non grata trying to enter the region. I’m going to safely believe there is a process in place to check all available identification information needed upon application. If we are concerned about someone check if they are in any other regions. Doing a wee bit of a background check is needed anyway so if we suspect an issue it wouldn’t be out of the question to inquire about a person.

As for evidence a more identifying way to verify who they are without dozing them. This is the internet and people lie all the time so there’s only so much that can be done.

I hope that makes sense - I’m going back to tea and bed now. If not I’ll try again
