I see. Good ol' Molotov's simply have a strong connotation to resistance movements and protesters. I'm sure you see the irony.
They are also pretty messy. Not only to people, but to anything else around. Weapons used by riot police are usually meant to keep damage to a minimum. The classic Molotov is not exactly the safest nor most efficient thing to handle either.
