We would be willing to participate in proportional disarmament as long as the disarmament was reasonably paced (i.e. not too fast).

How will you enforce it? There's a fundamental of both trust issues, and that nations may hide nuclear weapons from the world, and enforcement issues, where a nation can claim your personnel are violating national sovereignty. Agreeing to enforcement and trust at the same time is not only a requirement, but a highly dangerous move for any nation, hence why negotiations are not much more than simple talks. If you can figure that, Sporaltryus and Aquica will consider signing.

((You will also probably receive a medal from the U.S. president after I email whatever the hell you did to him. ))

The creation of an International Atomic Energy Agency (IAEA) would solve the problem of trust. Several IAEA investigators would go to suspected nations and check up on them. Speaking as if the treaty was already signed, nations cannot claim that their sovereignty is being violated because they will have agreed to the terms that will be set forth in this treaty.

Lots of opportunities for corruption in the IAEA. A new agency won't solve it.

Corruption? It will be an international organization that can be controlled jointly by the SCO and SSU and can also subject to investigation.

You'd need an entire new treaty to control the IAEA, as it would be traveling deep into the hearts of the most secret civilian style programs in a nation. And some won't even sign on to the bill, like Bruuma.

The Secretariat of the Southern Cooperation Organisation would like to inform the Qvaitican Delegate that the Organisation is not involved in the current negotiations for an International Non-Proliferation and Arms Reduction Treaty and has not expressed any interest in collectively signing or negotiating one.

Any such suggestion will have to be addressed to the Secretariat, for proper evaluation and notification to the Southern Council.
