Managing and supporting are two different things. MoRA is involved in RP, but we let them do their own thing and just supply us with the necessary information to make a TSJ on what has happened in the RP timeline.

I still feel that Media should be made Ministry of Communication with the jobs of managing the media owned by the coalition, organizing press conferences for the ministries when applicable, maintaining a list of working and defunct media, Organizations, Associations and Institutions, managing the discord server of the coalition and providing graphics to other governmental institutions and citizens of coalition.

It's a little late for this, and Media would definitely not manage the regional Discord. That's the job of the Moderators. Graphics would be a sub category of Engagement, and I have no idea why we would need a designated list for defunct media.

Why? 

In previous proposals we did actually have graphics in media, I think the argument was that media would get more use out of it than integration would...

As it was said before. This integration ministry is basically an infrastructure thing, things that all the ministries need. That includes graphics (all ministries need graphics!), things related to education, engagement and recruitment in TSP, etc.
