God-Emperor For Minister Of Foreign Affairs

As The South Pacific's Minister Of Foreign Affairs, I would, first and foremost, hold myself responsible for interactions, or lack thereof, with foreign regions. As such, my first actions in office would be to appoint three deputy Ministers: Deputy Minister Of Foreign Affairs, Feeder Affairs (D(F)), Deputy Minister Of Foreign Affairs, Sinker Affairs (D(S)), and Deputy Minister Of Foreign Affairs, User Created Region Affairs (D(UCR)). Recognizing the number and scope of UCRs, the D(UCR) will be authorized up to three Junior Ministers. The Deputy and Junior Ministers would act in lieu of ambassadors that previously comprised the Diplomatic Corps, but unlike the ambassadors, who were often just assigned to whatever region was available, great care would be given to the experience levels of the individuals that would fill these positions and the position to which they are assigned will be commensurate with their experience, which I believe would be beneficial to both the region and those individuals themselves.

The first task that would be assigned to these newly appointed Deputy and Junior Ministers would be to identify which regional embassies and consulates, if any, would be affected by last month's announcement, and, in the interest of keeping the embassy or consulate open, the respective Ministers will post a link to the Regional Update in the NationStates Gameplay forum. However, if an embassy or consulate is not affected, the Ministers will not have to expend the time or effort to post the link in every region.

After those regions have been identified, my second act as Minister Of Foreign Affairs, with the assistance of the Deputy Ministers, would be to review all of our treaties and agreements with foreign regions, and the Deputy Ministers, along with their Junior Ministers, will review the treaty or agreement with the region in question. If, over the course of their duties, any Deputy or Junior Minister recognizes interest from a foreign entity for a treaty, alliance or other agreement, we will, of course, commence negotiations.

The Ministry Of Foreign Affairs, including the Deputy and Junior Ministers, will continue to draft a monthly Regional Update, of course, and it will be published in the NationStates Gameplay forum for external distribution and the Ministry Of Foreign Affairs for internal consumption.

Finally, before the end of the term, I would like to review all of the embassies we currently maintain abroad and all of the embassies foreign entities maintain with us to see if any should be marked for closure or if there have been any oversight. All the while keeping an eyes out for any up and coming regions with it may be beneficial for us to establish relations with.

While it may appear that most or all of the work would be delegated to a Deputy or Junior Ministers, I see the Minister Of Foreign Affairs as an individual in a unique position to coordinate not just among the Ministry and the Cabinet, especially the Delegate and Ministers of the Army and Regional Affairs because military and regional affairs have real and significant effects on foreign affairs, but between the Cabinet and the Ministry, as well. Additionally, I believe the Junior Minister position not only creates a position for newer citizens or even citizens that are just new to foreign affairs to gain valuable experience, but it serves a dual purpose within the Ministry itself. It allows the Minister Of Foreign Affairs and the Deputy Ministers to not have so few subordinates that micromanagement becomes commonplace and not so many subordinates that it becomes unmanageable. It also allows for internal reorganization and restructuring for task specific reasons, as the discerning reader probably realized would be necessary to accomplish the goals as outlined above, without having to make massive changes or announcements.

Overall, I believe this system has the adaptability to build a flexible structure and, ultimately, a stronger organization.
