You're not wrong - but changing a semicolon to a comma would obviously change the meaning and therefore not be allowed.

The Chair should be well aware of their limitations, and we have people in this region (Seraph comes to mind immediately) with excellent command of English. Ideally, the Chair also wouldn't do this in a vacuum.

Part of the reason why I included that such changes must be recorded in the history is so that even if the Chair just goes off and does it, people will see it and can yell "hey, you may have inadvertently changed the meaning, let's review this".
