The Chancellor of Fra Lice wakes up and crawls out of bed reluctantly at 02:00 to a phone call. It's the Emperor. He always had a habit of calling the Chancellor in the ungodly hours to coordinate the next political move but did it almost three times as much to this Chancellor. Why? Because this Chancellor refuses to be the political instrument of the Emperor. Yes, the Emperor has done tons of good for Fra Lice but yes, he's also a corrupt son of a gun. Chancellor James Torres is the first to not collude with the Emperor, but cannot, for the love of God, manage to get him off his tail. 

Torres picks up the phone to find that while off on a state visit, he received a telegram requesting Fra Lice to hold a summit with another nation.
