Edit: A note on the motions to waive the debate period -

There are two laws relating to this motion:

Legislative Procedure Act Wrote:(7) The Chair may waive the mandatory debate period remaining on a particular piece of legislation should a legislator motion for them to do so, provided that there has been no objection within 24 hours of the motion being made and seconded.

Treaties Act Act Wrote:(3) Should the Cabinet wish to dissolve a treaty for reasons other than the violation of its terms, they must notify the Assembly. The Assembly will debate for at least five days, and then vote on its repeal. Should a vote on its repeal pass with majority support, the treaty will be dissolved officially, and the signatory notified promptly.

The earliest this repeal could theoretically be brought to a vote is tomorrow.

Notwithstanding, I am hesitant to grant a waiver because I believe treaties are not your typical pieces of legislation. We do not enter into treaties lightly and as such, we should not exit them with any haste.
