In my opinion, the official language used in legislation and administration should be Chinese, seeing as it has the most number of speakers worldwide. I believe that if the Chair were to issue an "Order on the Use of Chinese in Legislation and Administrative" it will make the administration and interpretation of laws more efficient.
Cut the ~1.something billion of Chinese who cannot access NS without feeling safe, and you have a scattered few tens of millions.
