I'm using the word as it was described to me once upon a time when TNP's system was described to me; I put it in quotes deliberately. I probably should have clarified that in that post.

What is meant by that is IC stuff (i.e. checking that it's not somebody proscribed, etc.). Obviously I don't think the intelligence body should be making political decisions, and I don't think intraregional political considerations should factor into whether or not somebody is accepted into the assembly.
