I disagree, because the title and subtitle are the only parts of the bill that are center-aligned. All article headers and each clause are separated by one line so I personally feel that anything other than that is inconsistent, while not really emphasizing the title/subtitle.

The table of contents actually quite annoys me because the numbered list adds whitespace before and after the list but that space is less than the space of one new line, so I would argue it's inconsistent either way. I would personally prefer that we add a new line and have more space than elsewhere, so as to indicate some level of separation between the table of contents and the bill itself, as opposed to simply leaving a less-than-one-line space. That would mean the first article header has less than one line before it but one line after it.
